USDCx is a relatively new product in the Circle ecosystem. It's basically the USDC for non-EVM blockchains. So far Stacks, Aleo and Canton implemented it just last month. The next blockchain to implement it will be Cardano $ADA.

6.) Compare that to the NCL cap: Inflow (100 epochs): ~336M Max outflow allowed: 350M => ~−14M ADA net if the cap is fully utilized.

10.) Why allow any spend at all? Because if we don’t invest in builders, infra, apps, and adoption, we don’t grow usage → we don’t grow fees → we don’t improve the treasury’s long-term self-sufficiency. Zero investment = no compounding.

7.) In other words: under a conservative, continuously-declining inflow path, this NCL is still close to net neutral, but slightly net negative in the worst case (single-digit % of the cap).

13.) This year onwards, we hope to see more granularity and accountability in withdrawals. We shouldn’t be approving tens of millions of ADA as a single “bag of products” without a clear scope, milestones, and measurable outcomes.

4.) Over ~100 epochs (~500 days ≈ ~16.4 months), that implies inflow trends from roughly ~3.84M ADA/epoch near the start of the window down to about ~2.88M ADA/epoch by the end.

8.) The key point: this proposal does not inflate outflows. The previous NCL was also 350M ADA, but for roughly ~1 year. This one is 350M over ~1 year 4 months.

12.) NCL is the discipline layer: predictable cap, bounded risk. The debate should be about proposal quality + measurable KPIs, not shutting off the engine.

11.) The only “fighting chance” for sustainability is to keep pushing: better products, more users, more transactions, more real utility → more fee volume → stronger economic loop back into treasury.

5.) With a linear decline, the average inflow over the window is about ~3.36M ADA/epoch, i.e. roughly ~336M ADA flowing into the treasury across the NCL period.
