Can local governments still afford to fund so many public school teachers?


My friend from Shandong told me: It's already becoming tight. Besides water, electricity, internet, and salaries, other funding is hard to get approved, and even those approvals are not timely.
Additionally, team management(, homeroom teacher allowances), performance evaluations( deducted from teachers' salaries), and so on have not been paid for almost four years. I recall that since the mask shortage, these payments have been suspended, and I personally think the chances of back pay are slim.
Furthermore, the training expenses borne by teachers have been nearly nonexistent for about three years, leading many teachers to be unwilling to go out for training. If they do, they have to pay their own costs, reschedule their classes, and are responsible for any issues that arise.
The school's various construction costs are also overdue. Many vendors frequently call to urge payment, but the school says it’s not within their authority, and the money isn't in the school’s account.
On the other hand, retired teachers' salaries, various allowances, and benefits are paid promptly. In fact, they are usually paid without delay even for a single day.
Some regions even distribute teachers' salaries in installments. Have you seen that before?
