We live in a society governed by the rule of law. Assaulting someone is illegal, punishable by fines, detention, or even imprisonment for serious offenses. As a result, some weaker individuals rely on the law to sometimes bully stronger ones. You may observe in society, whether in the East or the West, some women insulting men or even physically attacking them. Men generally do not fight back, but occasionally if they do, they get a harsh wake-up call.

I'm using this example to illustrate that the same applies between countries.

The United States is known for being polite and having a good reputation; no one can beat their boxing champions. However, they usually do not strike first; they prefer to negotiate first. If you agree to their terms, they won't attack you.

But in this world, many countries are just being stupid. Sometimes, they act like little fairies, thinking the US won't fight back. They provoke the US in various ways, and when the US finally responds, they are suddenly enlightened and realize the reality.

Imagine if Russia had the same military strength as the US, the world's number one. Just think about what the world would look like. Even with such military power, apart from a few stronger countries, no one dares to provoke Russia because it is a gangster. It would really go all out and beat you to a pulp. If Russia were the global military leader, countless countries would be flattened by it.
