On the 10th, Russian President Vladimir Putin said while attending a government meeting on artificial intelligence technology development that large language models have become the foundational, end-to-end technology for development in all areas of the country. He pointed out: “Only by having our own independent models can we move forward with confidence, ensure security and defense capabilities, and stay at the forefront of scientific and engineering ideas. What’s more, Russia is one of the few countries in the world that has unique expertise in this field.” Putin also mentioned that so-called open-source solutions are often used to develop language models.
