Jinko Solar's 4GW photovoltaic cell and 3GW module project has been terminated!

Digital New Energy DataBM.com has learned that on March 11, according to Vietnam News Agency reports, the Management Committee of the Quang Ninh Economic Zone officially issued a notice to terminate the operation of the Jinko Solar Haihe Photovoltaic Cell Technology Complex project. The document clearly states that the project’s termination was due to the investor’s voluntary decision to cease operations.

Meanwhile, the Management Committee of the Quang Ninh Economic Zone also revoked the investment certificate previously issued to Jinko Solar (Number 3282186668).

It is reported that Jinko Solar Vietnam submitted a notice to terminate the project to the Quang Ninh Administrative Service Center on February 26, 2026.

Vietnam News Agency reports that the project first received an investment certificate on October 20, 2023, and its first adjustment was made on January 29, 2024.

It is understood that the initial planned investment for the Jinko Solar Haihe Photovoltaic Project was $1.5 billion. However, later filing information shows the total investment was $294 million.

On January 9, 2024, the Jiangxi Development and Reform Commission website issued a notice approving the record for Jinko Solar’s new project in Vietnam, which involves the construction of a 4GW solar cell and 3GW solar module production line.

Project information indicates that Jinko Solar plans to invest in the above cell and module production lines through its Hong Kong subsidiary in Haihe Industrial Park, Haihe County, Quang Ninh Province, Vietnam. The project covers approximately 599 acres with a total investment of $294.1976 million.

Data shows that besides the above project, Jinko Solar has also deployed a photovoltaic project in Guang’an City, Quang Ninh Province.

On April 23, 2022, Jinko Solar announced that it would adjust its original plan to build a “5GW high-efficiency cell and 5GW high-efficiency module production line” in Quang Ninh Province, Vietnam, to an “8GW solar module and 8GW solar cell production line” project, with the total investment amount changing from $499.76 million to $790.6066 million.

Additionally, on September 24, 2021, the Vietnam Jinko Solar 10GW monocrystalline silicon wafer production line project received environmental impact assessment approval from the Quang Ninh Provincial People’s Committee; by early 2022, Jinko Solar Vietnam’s 7GW silicon wafer capacity was already in operation.

One month before Jinko Solar submitted the termination of the Haihe Photovoltaic Cell Technology Complex project, JA Solar’s Beining project in Vietnam was reported to potentially resume operations.

On January 28, Vietnam’s Beining Provincial Party Committee Deputy Secretary and People’s Committee Chairman Fan Huangshan held a working meeting with JA Solar Group. During the meeting, regarding the resumption of JA Solar Vietnam’s photovoltaic cell project, Fan Huangshan hoped that JA Solar would maintain direct communication with relevant government departments to further clarify specific matters.
