Data elements refer to various data resources involved in social production and business activities. As a new type of production factor, they are gradually being positioned alongside land, labor, capital, and technology, becoming an important force driving economic growth.
On March 19, near midday, the concept of data elements experienced a surge, with Yihua Lu (300212.SZ) rising over 10%. China Ke Chuan (601858.SH), Shen Sanda A (000032.SZ), Guo Mai Culture (301052.SZ), CITIC Publishing (300788.SZ), and Taiji Shares also followed the rally.
In terms of policy developments, policies in the data element field are accelerating implementation. On March 9, the National Data Administration proposed making 2026 the “Year of Data Element Value Release.” On the same day, the draft of the Law of the People’s Republic of China on State-Owned Assets was publicly solicited for comments, officially ending. This law for the first time listed “data assets” as an important component of state-owned assets. On March 10, the Ministry of Industry and Information Technology launched the Industrial Data Foundation Initiative.

Next is data storage and computing infrastructure, including data centers, cloud computing platforms, and edge computing systems, ensuring secure storage and efficient processing of massive data.
Following that is data processing and governance, involving data cleaning, annotation, de-identification, and modeling to improve data quality and usability, ensuring compliance. Based on this, data analysis and application technologies such as artificial intelligence and big data mining are widely used to transform data into actionable information and decision-making tools.
Data circulation includes mechanisms for data sharing, trading, and exchange, relying on data exchanges and data service platforms to promote lawful and orderly flow of data among different entities. Finally, in terms of data security and regulation, privacy protection, encryption technologies, and compliance management systems run throughout the entire chain to safeguard individual rights and national security.
