The results of the “2026 Golden Stone Award and Financial Consumer Protection Outstanding Case Selection” hosted by Sina Finance have been announced. This issue features an outstanding case of financial anti-fraud efforts. Among multiple financial institutions competing, Zhejiang Merchants Bank stood out with their submission titled “Flagship Financial Advisor ‘Hundred Thousand’ Action to Create a New Model for County-Level Anti-Fraud and Non-Illegal Financial Activities,” winning the “Outstanding Financial Anti-Fraud Case” award.

Below is a brief summary of the case:

To deeply implement the original mission of “serving the people through finance,” and in line with the Zhejiang Provincial Party Committee and Government’s decisions on preventing and resolving economic and financial risks, strengthening social governance, and boosting consumption, Zhejiang Merchants Bank has led the Zhejiang Merchants Association Financial Services Committee (hereinafter referred to as “Financial Services Committee”) and its 135 member units. They have mobilized “hundreds” of financial advisory studios and “thousands” of young volunteers from the “8090” generation to innovate and implement the “Hundred Thousand” financial advisor anti-fraud initiative, creating a new model for county-level anti-fraud efforts.

Using the “Financial Advisor System” as the driving force, Zhejiang Merchants Bank integrates online and offline scenarios, deepens the “mass prevention and control” mechanisms, and organizes anti-fraud campaigns in ways that resonate with rural and county residents, directly targeting telecom and internet scams and illegal financial activities.

System-driven, building a new pattern for county-level anti-fraud efforts:

  1. Leading with Party building, establishing 45 “Financial Advisor Anti-Fraud Party Pioneer Teams,” integrating anti-fraud publicity into Party-building activities, and providing financial security education to over 500 corporate finance personnel involved in Party-building collaborations. Before and after the July 1st celebrations, they conducted anti-fraud practical activities in rural communities and schools across Zhejiang, earning public trust through Party-education integration.
  2. Creating an effective coverage network: constructing a three-tier responsibility system of “district/county - studios - financial advisors,” delineating 90 district/county anti-fraud responsibility zones and 315 financial advisor studios, mobilizing 5,200 financial advisors to serve at the grassroots level. For example, in Linping, Hangzhou, they built the “1+99+N” anti-fraud supermarket, integrating one financial advisor studio, 99 grassroots service points, and N social partners to form a broad anti-fraud publicity network.
  3. Promoting coordinated efforts: collaborating with local financial regulators, police, market supervision, veteran affairs, and financial institutions to hold large-scale on-site education events. For instance, launching a ceremony at West Lake Cultural Square in Hangzhou, which was supported by over 30 Financial Services Committee members and attracted more than 6,000 participants; organizing 13 large-scale themed education activities in regions such as overseas Chinese towns, islands, and rural areas, using dialect dramas, anti-fraud slogans, and fun games to educate and entertain.

Scenario integration to create a three-dimensional education model:

  1. Strengthening online communication platforms: creating brands like “Zhejiang Silver Consumer Protection & Anti-Fraud Lab” and “Retail Special Forces” live streams, analyzing new scams such as AI voice imitation and fake investments, leveraging retail managers’ wide reach to deliver precise financial knowledge, with total views exceeding 570,000. Producing short videos like “Zhejiang Silver Consumer Protection Mini Theater” and “Financial Advisor Tips,” with over 3 million total views.
  2. Expanding offline targeted publicity: focusing on high-traffic, scam-prone scenarios such as communities, campuses, parks, and rural areas, organizing over 600 regular activities like community visits, campus education, park demonstrations, and mobile warning points, reaching more than 2.3 million people. For example, explaining investment traps in suburban demolition zones, conducting anti-fraud drills in industrial parks, and setting up mobile warning points in hospitals and schools.
  3. Capitalizing on key promotional periods: launching themed activities around important dates like “May 15” and “September 15,” collaborating with over 100 universities for “Financial Safety First Lessons” at the start of the school year, and strengthening scam warnings during major shopping festivals like “June 18” and “Double Eleven.” Conducting quick financial knowledge sessions at airports and using branded aircraft to create “In-Flight Anti-Fraud Classes,” fostering a society-wide atmosphere of joint participation in anti-fraud efforts.

Mechanism deepening to energize the “Fengqiao Experience”: Zhejiang Merchants Bank has established three major mechanisms—“Financial Professional Prevention,” “Volunteer Public Defense,” and “Community Collaborative Defense”—to extend the “Fengqiao Experience” from social security to financial risk prevention in the new era.

  1. Improving professional prevention mechanisms: selecting outstanding talent from the 135 member units of the Financial Services Committee, conducting 127 specialized training sessions on illegal fundraising recognition, telecom scam interception, and risk prevention, strengthening the core anti-fraud force.
  2. Perfecting volunteer public defense: mobilizing young financial professionals to join volunteer services, managed through the “Volunteer Zhejiang” platform, creating a dual-track service model of 24/7 online consultation and risk assessment, and face-to-face education and assistance offline. Currently, there are 942 active volunteers with over 20,000 hours of service, forming a grassroots youth force.
  3. Building community collaborative defense: promoting regular service stations like “Neighbor Meeting Rooms” and “Community Financial Corners,” where financial advisors and community grid members work together to conduct risk inspections, dispute mediation, and anti-fraud publicity. Pilot programs in Shaoxing and Lishui have implemented a full-chain process of “early detection - mid-term intervention - resolution,” preventing over 130 potential scams and resolving nearly 300 financial disputes, establishing a community-based “micro-governance” model for community finance.

From practical results, Zhejiang Merchants Bank has organized 13 large-scale on-site activities and over 600 targeted education sessions, covering 422 colleges, industrial parks, and rural communities across 90 districts and counties in the province, reaching over 10 million people. They have identified and dissuaded 140 potential scam cases, intercepting over 10 million yuan in fraudulent funds. The bank has promoted a shift from “individual efforts” to “group operations,” from “passive response” to “active warning,” and from “ear-catching propaganda” to “knowledge entering the heart,” safeguarding the people’s “money bags” with concrete actions.
