“I never thought I could open a payroll card right at the construction site, without having to take time off to visit a bank branch. The bank’s service is so thoughtful!” Recently, at a construction site of a mine in Jiayuguan City, migrant worker Master Li received a bank card handed over by staff from ICBC Jiayuguan Jiugang Branch, smiling with satisfaction. To effectively address issues such as the difficulty and time-consuming process of opening bank accounts for migrant workers, the branch focused on people’s livelihood needs, proactively shifted its financial service focus, and brought the “mobile counter” to the frontline of construction. They provided door-to-door, one-stop card opening services, actively protecting migrant workers’ “wallets” and strengthening wage payment security.

At this construction site, nearly a hundred migrant workers are working on the front lines, many of whom are from out of town. Due to heavy daily workloads, they find it difficult to leave the site to visit a bank branch to open payroll cards, which causes inconvenience in timely and full wage payments. After learning of this situation, the branch immediately coordinated with the project contractor, quickly formulated a special service plan, and arranged staff to form a mobile service team. They brought professional equipment such as mobile smart terminals and set up the card opening service on-site in the workers’ break room.

To ensure efficient and orderly service, staff verified migrant workers’ identity information in advance with the construction team, and divided the site into areas for information registration, identity verification, card processing, and function activation, enabling a seamless, streamlined process. From identity verification and facial recognition to bank account opening, password setting, and mobile banking binding, each step was carried out smoothly, taking only about ten minutes, and the cards were immediately usable and collectible. For some older migrant workers or those unfamiliar with smartphone operations, staff provided one-on-one, hands-on guidance, patiently explaining basic operations such as using bank cards, checking balances, and transferring money. They also used simple language to educate about fraud prevention, especially regarding recent frequent telecom and online scams, reminding everyone to protect their bank passwords, SMS verification codes, and other sensitive information to safeguard their hard-earned money.

“Working on the construction site, I usually leave early and return late. Going to the bank to open a card means walking several kilometers and waiting in line, which delays my work. Now, the bank comes directly to the site—it’s fast and convenient. They also teach us how to prevent scams. It’s really practical for us!” Master Zhang, who completed his bank card on-site, said excitedly. On that day, the branch successfully helped over 20 migrant workers at the site open payroll cards, activated mobile banking and SMS alerts on the spot, and conducted financial literacy education, receiving high praise from both the construction team and the workers.

For a long time, ICBC Jiayuguan Jiugang Branch has upheld the original mission of “serving the people with finance,” attaching great importance to financial services for migrant workers. They strictly implement the relevant requirements of the “Regulations on Ensuring Payment of Migrant Workers’ Wages,” and regard solving the difficulties in opening bank accounts for migrant workers as an important part of inclusive financial services. This door-to-door card opening service is a vivid practice of extending financial services and improving convenience and efficiency. Moving forward, the bank will continue to focus on the financial needs of migrant workers, regularly carry out “financial services at construction sites” activities, optimize service processes, innovate service models, and bring more thoughtful and convenient financial services to migrant workers.
