Ultra-large tanker carrying 254,000 tons of Middle Eastern crude oil safely docked at Qinzhou Port
On March 19, the ultra-large oil tanker “Xinlongyang” carrying 254,000 tons of Middle Eastern crude oil safely docked at the 300,000-ton crude oil terminal in Qinzhou Port, Guangxi, under the full precise escort of the Qinzhou Maritime Safety Administration. This batch of energy supplies, departing from the UAE, will inject a “boost” into local refining companies’ stable production, effectively ensure regional energy supply stability, and provide solid support for the smooth energy supply chain along the Western Land-Sea New Corridor.

To ensure the transportation of key energy materials is “not delayed or slowed,” the Qinzhou Maritime Safety Administration has opened a targeted green channel for the transportation of key energy supplies, implemented 24-hour uninterrupted maritime administrative services, efficiently handled all procedures for ships entering and leaving port, and significantly reduced the time oil tankers stay in port, achieving “immediate processing upon arrival and quick clearance.” During critical stages of ship entry and exit, the maritime department relies on the Beibu Gulf Ship Traffic Management Center to activate a priority passage mechanism for key energy ships, track navigation routes in real-time, monitor navigation environment dynamically, and precisely identify safety hazards, thus opening a safe and efficient “maritime lifeline” for oil tankers.
Leveraging intelligent maritime systems, the Qinzhou Maritime Safety Administration implements a refined “one ship, one policy” support plan: pre-assessing complex environmental factors such as tides, hydrology, and weather to pinpoint the optimal docking window; proactively coordinating with terminals, pilots, tugboats, and other units to allocate escort forces, and building a collaborative support system; simultaneously strengthening electronic patrols and on-site inspections to accurately communicate key requirements such as collision prevention with fishing vessels, self-inspection of mechanical and electrical equipment, and pollution prevention, ensuring energy ships operate with “zero wait, quick entry and exit, and safe operations” throughout the process.

Data shows that since the beginning of this year, the Qinzhou Maritime Safety Administration has successfully ensured the safe docking of 10 oil tankers of 300,000 tons, with a total crude oil unloading volume exceeding 2.015 million tons, steadily improving the scale and efficiency of energy transportation support. “For the safety of 300,000-ton oil tankers entering and leaving port, we focus on five key links: ships, crew, companies, terminals, and agents, and build a comprehensive supervision and service system,” said Gan Zuyu, deputy captain of the Sanniangwan Maritime Law Enforcement Team of the Qinzhou Free Trade Port Area Marine Police. Through multi-party coordination and technological empowerment, the maritime department has strengthened dual defenses against maritime traffic safety and pollution prevention, safeguarding high-quality development of energy transportation in the region.

Next, the Qinzhou Maritime Safety Administration will continue to optimize the support mechanism for key energy material transportation, further strengthen emergency duty capabilities and intelligent supervision efficiency, continuously improve port clearance services, and make every effort to ensure the safety and smoothness of maritime energy transportation channels, building a solid maritime responsibility to safeguard national energy security, and injecting strong momentum into Guangxi’s high-quality marine economy development.
