In 2026, Hu Chengzhong, a National People’s Congress delegate and Chairman of the Board of Directors of Delixi Group, participated in the 19th session of the National People’s Congress. Hu Chengzhong presented seven proposals this year, involving solid-state batteries, new energy, and other fields. Currently, solid-state batteries are regarded as the core technology direction for the next generation of power batteries due to their high energy density, superior safety performance, and long cycle life. In 2025, semi-solid-state batteries achieved mass deployment first, with leading companies significantly accelerating their capacity layout. Hu Chengzhong recommends, first, to accelerate the formulation and implementation of national standards for automotive solid-state batteries, quickly introduce performance, safety, and lifespan standards, clarify product technical requirements and testing methods, and optimize policy support by shifting from large-scale subsidies to targeted support, focusing on breakthroughs in electrolyte materials, production equipment, and other key areas. Hu Chengzhong also suggests optimizing the way fiscal funds are invested through government guidance funds, special subsidies, tax incentives, and other policies to guide social capital into the solid-state battery industry. Additionally, he proposes conducting demonstration projects for solid-state battery applications, selecting key regions and enterprises in new energy vehicles, energy storage, electric aviation, and other fields for pilot demonstrations, summarizing successful experiences, accelerating technological adoption and market cultivation, and creating a favorable market environment for industrial scaling.
