Prize Invoice Pilot Cities Have Deployed 1.85 Billion Yuan; Three Categories of Violations Will Be Key Focus Areas for Investigation and Enforcement
According to the State Taxation Administration, since the Ministry of Finance, the Ministry of Commerce, and the State Taxation Administration launched a six-month prize-winning invoice pilot program in 50 cities, **as of March 12, prize-winning invoice cities have issued 1.85 billion yuan in bonuses, attracting a total of 230 million participants.
During the promotion of the prize-winning invoice activity, relevant departments found that some consumers and merchants, in an attempt to increase their chances of winning, violated the rules of the activity by engaging in behaviors such as illegal red-ink cancellations of invoices after the draw, and repeatedly invalidating invoices. These actions disrupt fair participation order and harm the legitimate rights and interests of consumers.
A relevant official from the Taxation Administration’s Department of Collection and Technology Development explained that “red-ink cancellation invoices” refer to the invalidation of original invoices due to reasons such as sales returns, billing errors, suspension of taxable services, or sales discounts. Without valid reasons, invoices cannot be arbitrarily canceled or red-inked. According to relevant laws and regulations, during the prize-winning invoice activity, relevant departments will focus on monitoring and investigating three types of violations: false invoicing, unreasonable splitting or merging of invoices, and illegal red-ink cancellations.
Experts say that coordinated supervision by departments such as commerce, finance, and taxation, along with real-time verification of invoice information and data sharing, will effectively prevent violations like false invoicing and red-ink cancellations. This will ensure the activity’s compliance and fairness, and promote the orderly progress of the pilot program. Merchants and consumers should follow the rules for invoice issuance and prize draws, jointly creating a fair, orderly, and honest consumption environment, and truly achieve the goal of benefiting the people, promoting consumption, and stabilizing growth.
