Li Chunliang, received bribes amounting to an exceptionally large sum
According to the Supreme People’s Procuratorate’s news on the 16th, the case of Li Chunliang, former member of the Party Leadership Group and Deputy Director of the National Forestry and Grassland Administration (National Park Administration), suspected of accepting bribes and using influence to seek benefits, has been investigated and concluded by the National Supervisory Commission and transferred to the procuratorial authorities for review and prosecution.
Under the jurisdiction designated by the Supreme People’s Procuratorate, the Shandong Provincial People’s Procuratorate has lawfully decided to arrest Li Chunliang on suspicion of bribery and using influence to seek benefits. Recently, the People’s Procuratorate of Dezhou City, Shandong Province, has filed a public prosecution with the Intermediate People’s Court of Dezhou.
The prosecution alleges that: The defendant, Li Chunliang, used his positions as Director of the Second Department of the Central Organization Department, Deputy Director of the Second Bureau, Inspector, Director of the Fourth Bureau, Member of the Party Leadership Group and Deputy Director of the National Forestry and Grassland Administration (including the National Park Administration), to seek benefits for others, illegally accepting property from others with a particularly large amount; after leaving his position, he continued to leverage his former authority or influence, through the actions of other state employees, to seek improper benefits for others, illegally accepting property with a particularly large amount, and should be held criminally responsible for bribery and using influence to seek benefits.

Li Chunliang was born in February 1963 in Bazhou, Hebei. He served as Deputy Director of the National Forestry and Grassland Administration (post-reform) from January 2017 and resigned in April 2023.
In May 2025, Li Chunliang was publicly announced to be under investigation, and in November of the same year, he was expelled from the Party.
Investigation found that Li Chunliang lost his ideals and beliefs, abandoned his original mission, had a weak awareness of discipline and law, and resisted organizational review;
Violating the spirit of the Eight-point Regulation, illegally entering private clubs;
Failing to report personal matters as required, seeking benefits for others and accepting property in personnel selection and appointment;
Illegally accepting gifts and cash, misusing funds from management and service targets, and accepting renovation services provided by management and service objects;
Abandoning the bottom line of integrity, acting recklessly, transforming the public power entrusted by the Party and the people into tools for personal gain, engaging in power-money transactions, leveraging his official position to seek benefits for others in business operations, project contracting, administrative licensing, and illegally accepting large amounts of property.

The Supreme Court and Supreme Procuratorate’s “Interpretation on Several Issues Concerning the Application of Law in the Handling of Criminal Cases of Bribery and Embezzlement” stipulates: For amounts exceeding 3 million yuan, it should be recognized as “particularly large” as specified in Article 383, Paragraph 1 of the Criminal Law, and punishable by more than ten years’ fixed-term imprisonment, life imprisonment, or the death penalty, along with fines or confiscation of property.
