Two Departments Jointly Release New Policy: China Will Establish a Dynamic Maintenance Mechanism for Territorial Space Planning
Today (the 16th), reporters learned from the Ministry of Natural Resources that in order to further improve the efficiency of natural resource allocation and service effectiveness, the Ministry of Natural Resources and the National Forestry and Grassland Administration recently jointly issued the “Notice on Further Improving Natural Resource Element Guarantee.” The notice includes a series of measures focused on optimizing land space layout and improving policies for natural resource element guarantees. It clearly states that China will establish a dynamic maintenance mechanism for land space planning. The notice introduces thirteen policy measures, including allowing local governments to conduct annual dynamic updates of land space plans without exceeding constraints such as the “Three Zones and Three Lines” and bottom-line control requirements, thereby positively optimizing planning zones, control boundaries, and key project lists. It also supports and encourages local exploration of pilot programs for land space planning permit systems, focusing on the 109 major projects outlined in the “14th Five-Year Plan,” establishing departmental consultation mechanisms, creating a list of key land space planning projects, and increasing element guarantee efforts.
