Beijing: Further Improve the Implementation Mechanism of Beijing's New Industry Prohibition and Restriction Directory

People’s Financial News, March 17 — The General Office of the Beijing Municipal People’s Government has issued the “Key Points for Fully Optimizing the Business Environment in Beijing by 2026.” It proposes creating a friendly ecosystem for industrial development. In response to new technological and product implementation needs, the city will further improve the implementation mechanism for the list of industries with restrictions and bans on new industries. It will also establish a consultation and feedback channel for market access issues through the “JingTong” platform. Focusing on key areas such as robotics, synthetic biology, brain-computer interfaces, smart terminals, and green energy, the city will improve management systems and rules for administrative licensing, qualification certifications, inspection, and testing. Districts are encouraged to carry out “full-chain empowerment” initiatives for industrial development to create exemplary business environments for “one district, one industry.” The city will promote further resource sharing and application scenarios among central and state-owned enterprises, leading enterprises, and small, medium, and large enterprises to facilitate integrated development.
