Draft Outline of the "15th Five-Year" Plan Proposes 20 Key Indicators
Two Sessions Xinhua News Flash: The Government Work Report states that the main goals outlined in the “Suggestions of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development” are to be implemented. The “Outline (Draft)” details 20 key indicators. In terms of economic development, three indicators are proposed focusing on growth, structure, and efficiency. Among them, maintaining GDP growth within a reasonable range, with annual targets set as appropriate. For innovation-driven development, three indicators are proposed related to innovation investment and its results, including an average annual increase of over 7% in R&D expenditure across society. Regarding people’s livelihood and well-being, seven targeted indicators are proposed, covering employment, income, education, healthcare, health, and support for the elderly and children. In green and low-carbon development, five indicators are proposed focusing on carbon reduction, pollution control, and ecological protection, including a goal to reduce CO2 emissions per unit of GDP by 17% cumulatively and to continue promoting green and low-carbon transformation in key sectors. For security assurance, two indicators are proposed related to food and energy production capacity, aiming to strengthen the foundational security of the nation.
