On February 28, the Jilin Provincial Energy Bureau website released a notice on further promoting high-quality development of distributed photovoltaic (PV) in Jilin Province. The notice clarifies that for newly added general industrial and commercial distributed PV self-use and surplus electricity grid-connected projects, the annual grid-connected electricity volume (the sum of electricity over 12 consecutive months) limit has been adjusted from 20% to 50%. Any excess beyond this limit will not be settled. Investment entities can determine the surplus electricity grid connection volume based on their electricity usage characteristics, ensuring that the self-use ratio is not less than 50%, allowing flexible adjustment.

The notice states that large-scale industrial and commercial distributed PV projects are encouraged to upgrade technology and capacity according to the electricity spot market rules. When market conditions are mature, they may voluntarily participate in spot market trading using the self-use surplus electricity grid connection mode. Distributed PV projects, in accordance with relevant policies, can participate in green electricity trading and ancillary service markets through virtual power plants, aggregation, and self-trading, thereby increasing overall project revenue.

The notice also mentions encouraging a “PV + energy storage” collaborative model. Local authorities can guide investment entities to voluntarily install energy storage facilities based on actual conditions. Projects that include user-side energy storage, especially those achieving energy self-balance through PV-storage coordination, will be given priority support when connecting to the grid. The promotion of integrated solutions such as “PV + energy storage + charging” in industrial parks and large commercial complexes is also encouraged.
