The Regulations of the People's Republic of China on the Administration of Technology Import and Export do not regulate "any technology" universally, but implement classified and graded management: only technologies listed in the prohibited or restricted export catalog are subject to strict export licensing requirements. The vast majority of ordinary technologies outside the catalog (including general large models, agent application layers such as Manus, non-sensitive large model applications, non-specific language speech/image processing technologies, etc.) are freely importable and exportable, requiring no license application, only contract registration in certain cases.
