Both should work together to make the market take off. Honestly, having policy support alone is useless; real infrastructure is needed. Instead of arguing over who deserves more credit, it's better to see who actually gets things done. Policy support is the icing on the cake; the ecosystem is the foundation. There's no need to argue about that. Both are necessary; neither can be missing. However, I still have more confidence in the party that actually makes things happen.
